Abstract: The study is conducted because the management of secondary school funds in the Southern Highlands Province (SHP) of Papua New Guinea remains problematic. Evidence of such management problems may be seen in the dilapidated conditions of some school facilities, teacher shortages and the decline in student academic performances. School facilities have deteriorated in some schools studied. Part of the blame is on the management, or more appropriately, the mismanagement of school funds. Observations also indicated that school utilities and resources have also degenerated. Hence, this study is to examine the sources of school funds, the financial management skills available and the impacts of subsidies, school fees and how they are managed on secondary schools in the SHP.
