Abstract: Micro-payment systems are becoming an important part of M-Commerce world. Due to the invention of new and cheaper wireless technologies such as mobile phones, PDAs and other handheld devices, the number of people adapting to wireless communication are increasing significantly. To make micro-payment accessible by every individual we describe the prototype architecture of Mobile and Electronic Commerce (M&E) Netpay systems on the Microsoft.NET platform for interconnect broker and vendors systems using Web Services. This is an offline, debit based protocol that provides a secure, flexible, usable and reliable credit service over the internet ensuring fair participation by all parties. The main features of M&E-NetPay protocol are interoperability and mobility. We presented an object oriented design and describe the prototype implementation of M&E-NetPay for ringtone and wallpaper sites. The architecture of the .NET framework application development is also described. We have carried out an assessment of most recent CORBA based off-line micro-payment model using light-weight hashing-based encryption with the .NET based M&E-Netpay micro-payment system. We reported on the design of our experiment and results of end user evaluation. We discussed the advantages of our model compared to the CORBA based micropayment system. We set up the heuristic evaluation performed by a set of evaluators and presented directions for research aiming to improve the overall satisfaction and efficiency of our model for mobile and internet users. The evaluation users were satisfied with the use of .NET based M&ENetpay. The recommendations of heuristic evaluators were implemented. Performance impact and usability evaluation also favored M&E-Netpay system.
