Abstract: Small Pacific Island Countries (PICs) have significantly progressed energy policy development since the adoption of the 2010-2020 Framework for Action on Energy Security in the Pacific (FAESP). It is, however, unclear how well these policies are being implemented and how much of its progress are aligned with the priorities of the 2010-2020 FAESP. Therefore, this research takes a two-pronged approach. Firstly, it reviews the energy policies of fourteen PICs. It then assesses the energy security situation as a proxy measure of the effectiveness of the 2010-2020 FAESP and national energy policies of PICs in meeting the collective implementation targets.
